To create this look, spray a heat protectant in your hair before any heat styling, not only to protect your hair but to make sure your style stays put. Comb through and wait for your hair to dry. Then take a large, 1inch curling iron and wrap 1in inch sections of hair around the barrel making sure to twist the hair as you are wrapping it around the barrel and hold for 10 seconds. Afterwards, let the hair fall loose and spray with a flexible hold hairspray. Continue to do this until your whole head is finished.
